HRDC Grant ID Policy Update 2026: Key Changes Employers Need to Know

HRDC Grant ID Policy Update 2026

Effective from 15 June 2026, HRD Corp has revised the Levy-Based Training Grant Requirements to improve the grant submission process and strengthen governance for employers in planning their training programmes.

Previously, both Public Training and In-House Training required employers to apply for a Grant ID at least one (1) day before the training commencement date.

Under the revised policy, the approval timeline has been updated based on the type of training programme. Employers are advised to take note of the new requirements to ensure smooth training arrangements and compliance with HRD Corp guidelines.

Public Training – Temporary 3-Day Grant Approval Policy

From 15 June 2026 until 31 December 2026, employers attending HRDC Claimable Public Training are allowed to obtain Grant ID approval at least three (3) days before the training commencement date.

This temporary flexibility allows organisations that require urgent employee training arrangements to proceed with their training plans while still complying with HRD Corp requirements.

For example, if the public training is scheduled on 16 July 2026, the latest date for obtaining Grant ID approval would be 13 July 2026.

Important Reminder:
This temporary 3-day approval policy applies ONLY to Public Training.

Beginning 1 January 2027, Public Training will return to the standard requirement of obtaining Grant ID approval at least fourteen (14) days before the training commencement date, in accordance with HRD Corp Circular 2/2026.

In-House Training – 14 Days Grant Approval Requirement

For HRDC Claimable In-House Training, employers are required to obtain Grant ID approval at least fourteen (14) days before the training commencement date.

Additionally, the approved training programme must be conducted within ninety (90) days from the Grant Approval date.

For example, if the Grant ID is approved on 13 July 2026, the earliest training commencement date will be 27 July 2026, which is 14 days after the approval date. The training must also be conducted within 90 days from the approval date, meaning it should commence no later than 11 October 2026.

Other Important HRDC Grant Policy Revisions 

Besides the approval timeline changes, HRDC has introduced the following updates:

  1. Query Process
    Only 1 query is allowed per application and must be addressed within 5 days.
  2. Grant Modification
    No modifications allowed after approval. Any changes require cancellation and submission of a new Grant ID application.
  3. Appeal
    Appeals after training commencement are no longer allowed.
  4. Verification
    HRD Corp may conduct verification checks for approved Physical Training and Remote Online Training (ROT) programmes to ensure compliance with the grant requirements.

However, the verification process does not apply to E-learning, Coaching & Mentoring, and Overseas Training Programmes.

 

Recommended Timeline for Employers

Although Public Training currently allows Grant Approval 3 days before training, HRDC still recommends employers submit Grant applications 20–30 days before the training commencement date.

Submitting early allows sufficient time for:

  • HRDC review
  • Possible queries
  • Employer responses
  • Grant approval before the training date

With the latest HRD Corp Grant ID policy changes, employers are encouraged to review their training schedules and submit grant applications early to allow sufficient time for approval.
