Course Overview
Confined Space & Emergency Rescue Awareness Training
Confined spaces present significant occupational safety and health risks due to restricted access and egress, limited ventilation, and the potential for hazardous atmospheres or other dangerous conditions. Workers involved in inspection, cleaning, maintenance, repair, and servicing activities may be exposed to oxygen deficiency, toxic gases, flammable atmospheres, engulfment, mechanical hazards, and other life-threatening situations. This Confined Space & Emergency Rescue Awareness Training is designed to provide participants with a comprehensive understanding of confined space hazards and the essential controls required before and during confined space activities.
The program also focuses on emergency preparedness and rescue awareness, including emergency response planning, rescue principles, non-entry rescue, retrieval systems, communication, and the prevention of secondary casualties during rescue operations. The training is intended as an awareness program and does not constitute a competency certification. Personnel who are required to undertake confined space entry, supervision, or rescue duties must attend the relevant competency training recognised by DOSH/JKKP and fulfil all applicable legal, competency, and organisational requirements.
Course Objectives
At the end of the program, participants will be able to:
- Explain the characteristics and hazards associated with confined spaces, including atmospheric, physical, mechanical, electrical, and biological hazards.
- Identify and evaluate potential confined space risks through hazard identification, risk assessment, atmospheric monitoring, and appropriate control measures.
- Understand safe confined space entry requirements, including Permit to Work, isolation and LOTO, ventilation, gas testing, PPE, communication, and entry procedures.
- Explain the roles and responsibilities of personnel involved in confined space activities, including the Authorized Entrant, Standby Person, Entry Supervisor, and emergency response personnel.
- Understand the principles of emergency response and confined space rescue, including non-entry rescue, retrieval systems, rescue planning, emergency communication, and prevention of secondary casualties.

Module 1: Confined Space Fundamentals
- Definition and Characteristics of Confined Spaces
Understand the characteristics, identification criteria, and examples of confined spaces in industrial workplaces. - Confined Spaces in Workplace
Identify potential confined spaces within the workplace, recognise confined space hazards during workplace activities, understand safe practices for confined space work. - Confined Space Legal and Organisational Requirements
Understand relevant DOSH/JKKP requirements, company procedures, Permit to Work systems, and competency requirements.
Module 2: Confined Space Hazard Identification
- Atmospheric Hazards
Identify oxygen deficiency, oxygen enrichment, toxic gases, flammable gases, and hazardous vapours. - Physical and Mechanical Hazards
Recognise engulfment, falls, heat stress, restricted movement, moving machinery, and stored energy. - Biological and Environmental Hazards
Understand exposure to waste, sewage, microorganisms, contaminated liquids, poor lighting, and extreme conditions.
Module 3: Hazardous Atmosphere and Gas Testing
- Oxygen, Toxic and Flammable Atmospheres
Understand the hazards associated with O₂, H₂S, CO, methane, and other potentially hazardous gases. - LEL, UEL and Flammability Hazards
Understand explosive limits, flash fire, ignition sources, and explosion risks in confined spaces. - Gas Detection and Atmospheric Monitoring
Learn the purpose of pre-entry testing, continuous monitoring, detector limitations, calibration, and alarm response.
Module 4: Risk Assessment and Control Measures
- HIRARC for Confined Space Activities
Identify hazards, assess risks, and determine suitable risk control measures before work begins. - Hierarchy of Controls
Apply elimination, substitution, engineering, administrative, and PPE controls to reduce confined space risks. - Isolation, LOTO and Energy Control
Understand electrical, mechanical, hydraulic, pneumatic, and process isolation before entry.
Module 5: Safe Confined Space Entry
- Permit to Work and Entry Authorization
Understand the purpose, requirements, validity, and responsibilities associated with confined space entry permits. - Ventilation, Cleaning and Purging
Apply suitable methods to remove contaminants and maintain acceptable atmospheric conditions. - PPE and Safe Entry Procedures
Understand appropriate PPE, respiratory protection, harnesses, retrieval equipment, communication, and safe entry practices.
Module 6: Roles and Responsibilities
- Authorized Entrant
Understand entrant responsibilities, communication requirements, PPE use, and conditions requiring immediate evacuation. - Standby Person and Entry Supervisor
Understand monitoring, communication, entry control, emergency notification, and work suspension responsibilities. - Rescue and Emergency Response Personnel
Understand the roles of competent rescue personnel and the importance of trained and properly equipped responders.
Module 7: Emergency Response Planning
- Confined Space Emergency Scenarios
Examine emergencies involving toxic gas exposure, oxygen deficiency, fire, explosion, medical emergencies, and equipment failure. - Emergency Response Plan (ERP)
Understand emergency procedures, alarm systems, communication channels, emergency contacts, and evacuation arrangements. - Emergency Preparedness and Rescue Readiness
Ensure rescue equipment, personnel, access routes, and communication systems are ready before entry begins.
Module 8: Confined Space Rescue Principles
- Rescue Planning and Risk Assessment
Develop rescue strategies based on confined space characteristics, hazards, entry configuration, and casualty condition. - Non-Entry Rescue and Retrieval
Understand the preferred use of retrieval systems, harnesses, lifelines, tripods, and winches where appropriate. - Entry Rescue Principles
Understand the requirements for trained rescuers, respiratory protection, atmospheric monitoring, and controlled rescue operations.
Module 9: Rescue Equipment and Techniques
- Tripod, Winch and Retrieval Systems
Understand the purpose, basic application, inspection, and limitations of retrieval equipment. - Rescue Harnesses, Lifelines and Stretchers
Understand appropriate equipment selection and casualty handling considerations. - Respiratory Protection and Rescue Equipment
Understand the use and limitations of SCBA, escape breathing equipment, and other rescue equipment.
Module 10: Practical Scenarios and Emergency Rescue Awareness
- Confined Space Incident Scenarios
Analyse realistic incidents involving H₂S exposure, oxygen deficiency, flash fire, and unsafe rescue attempts. - Rescue Decision-Making Exercise
Determine when to evacuate, initiate non-entry rescue, or activate a trained rescue team. - Group Exercise and Lessons Learned
Evaluate emergency scenarios, identify root causes, and recommend corrective and preventive actions.

Important Training Scope:
This program is an awareness training program and is not a Confined Space Competency Certification Program. Participants who are required to perform confined space entry, supervision, or rescue duties must obtain the relevant competency training from an appropriate DOSH/JKKP-recognised or otherwise legally accepted training program, and meet all applicable statutory, competency, medical, and organisational requirements before undertaking such duties.
