INTRODUCTION FOR SAFETY AND HEALTH AT WORKPLACE TRAINING 

Workplace safety and health is a fundamental responsibility shared by both employers and employees to ensure a safe, healthy, and productive working environment. In Malaysia, the Occupational Safety and Health Act 1994 (Act 514) provides the legal framework to promote and maintain high standards of safety and health across all industries. This training program is designed to equip participants with essential knowledge, practical skills, and legal understanding to effectively manage workplace risks and prevent accidents and occupational diseases.

Through a combination of theoretical learning and practical application, participants will gain a clear understanding of their roles and responsibilities in maintaining workplace safety. The program also emphasizes proactive hazard identification, risk assessment, and the implementation of effective control measures in line with industry best practices and regulatory requirements.

By the end of this training, participants will be better prepared to contribute to a positive safety culture, enhance compliance with legal obligations, and support continuous improvement in workplace safety and health performance.

COURSE OBJECTIVE

To provide participants with the knowledge, skills, and legal awareness required under the Occupational Safety and Health Act 1994 (Act 514) to identify workplace hazards, assess and control risks, comply with statutory safety and health requirements, prevent accidents and occupational diseases, and support the establishment of a safe and healthy workplace.

 

Day 1 – Legal Requirements & Safety Fundamentals

  1. Understand the objectives, scope, and application of OSHA 1994 (Act 514).
  2. Explain the duties of employers, self-employed persons, designers, manufacturers, suppliers, and employees under Sections 15, 16, 17, 18, and 24 of OSHA 1994.
  3. Recognize the role and enforcement powers of DOSH and the consequences of non-compliance.
  4. Identify common workplace hazards including physical, chemical, biological, ergonomic, and psychosocial hazards.
  5. Understand the principles of accident causation, unsafe acts, and unsafe conditions.
  6. Apply basic hazard identification and risk assessment concepts in accordance with HIRARC guidelines.
  7. Understand the hierarchy of risk control measures (elimination, substitution, engineering, administrative, PPE).
  8. Select and use personal protective equipment (PPE) correctly in line with PPE Regulations 1994.
  9. Promote safe work practices and individual safety responsibilities at the workplace.

 

Day 2 – Practical Safety Management & Incident Prevention

  1. Apply HIRARC in practical workplace situations to identify hazards, assess risks, and implement suitable control measures.
  2. Understand safe systems of work, including Permit to Work (PTW), Job Safety Analysis (JSA), and standard operating procedures.
  3. Recognize hazards associated with high-risk activities such as hot work, confined space, working at height, and machinery operation.
  4. Respond appropriately to workplace emergencies, including fire, evacuation, and initial incident response.
  5. Understand accident and near-miss reporting requirements and the importance of timely notification to management and DOSH.
  6. Apply basic incident investigation principles to identify root causes and prevent recurrence.
  7. Understand the functions and roles of the Safety and Health Committee under the Safety and Health Committee Regulations 1996.
  8. Recognize occupational health risks, health surveillance requirements, and prevention of occupational diseases.
  9. Support the development of a positive safety culture and behaviour-based safety practices.
  10. Participate actively in continuous improvement of workplace safety and health performance.

DAY 1 – LEGAL REQUIREMENTS & SAFETY FUNDAMENTALS

Session 1: Introduction to Safety & Health at Workplace

  • Importance of workplace safety and health in Malaysia

  • Employer vs employee roles in accident prevention
  • Safety culture and individual responsibility

 

Session 2: Occupational Safety and Health Act 1994 (Act 514)

  • Objectives and scope of OSHA 1994
  • Application of the Act to workplaces
  • Duties of: Employers (Section 15 & 16) Self-employed persons (Section 15), (Section 17 & 18) & Employees (Section 24)
  • Penalties for non-compliance

 

Session 3: Safety and Health Regulations in Malaysia

  • Safety and Health Committee Regulations 1996
  • PPE Regulations 1994
  • USECHH Regulations 2000
  • Notification of Accident, Dangerous Occurrence, Occupational Poisoning & Occupational Disease (NADOPOD) Regulations 2004

 

Session 4: Hazard Identification

  • Types of workplace hazards: Physical, Chemical, Biological, Ergonomic, Psychosocial
  • Unsafe acts vs unsafe conditions
  • Workplace hazard examples and case studies

 

Session 5: Risk Assessment & HIRARC

  • Introduction to HIRARC (Hazard Identification, Risk Assessment & Risk Control)
  • Risk assessment concepts: Likelihood, Severity & Risk matrix
  • Hierarchy of controls: Elimination, Substitution, Engineering, Administrative & PPE

 

Session 6: Personal Protective Equipment (PPE)

  • Legal requirements under PPE Regulations 1994
  • Types of PPE and correct selection
  • Proper use, limitations, care, and maintenance
  • Employee responsibilities when using PPE

 

 

DAY 2 – PRACTICAL SAFETY MANAGEMENT & INCIDENT PREVENTION

Session 7: Safe Systems of Work

  • Importance of safe work procedures
  • Job Safety Analysis (JSA)
  • Permit to Work (PTW) system
  • Standard Operating Procedures (SOPs)

 

Session 8: High-Risk Work Activities

  • Hot work
  • Working at height
  • Confined space
  • Machinery and equipment
  • Electrical safety

 

Session 9: Emergency Preparedness & Response

  • Emergency planning requirements
  • Fire prevention and basic fire safety
  • Evacuation procedures and assembly points
  • Roles of Emergency Response Team (ERT)

 

Session 10: Accident & Incident Reporting

  • Definition of accident, near miss, dangerous occurrence
  • Legal reporting requirements under NADOPOD Regulations 2004
